NFCC Chair

Roy Wilsher was elected as the inaugural Chair of the NFCC, starting in role on 1 April 2017 for an initial period of two years, with the possibility for a further two years. Roy is supported by two Vice Chairs. Phil Loach, CFO for West Midlands and Huw Jakeway, CFO for South Wales. Both will serve for an initial period of two years, also with the option to extend.

The Chair's salary and benefits

  • £149,999 per annum
  • NFCC will meet the cost of a telephone
  • NFCC will pay an allowance of £6,146.46 per annum to cover vehicle costs
  • Other travel and subsistence will be paid for in accordance with CFOA’s policies
  • The Board of Trustees' Performance Committee will manage the performance of the NFCC Chair

The Chief of Staff and support structures

The Chair is supported by a Chief of Staff seconded from London Fire Brigade on a part-time basis. The Chief of Staff is currently the Company Secretary for the Chief Fire Officers Association (CFOA – the charity that provides the resources for NFCC) and CFOA Services Ltd. He oversees the day-to-day management of the organisation and oversees the governance arrangements for NFCC and the CFOA Board of Trustees. 

Corporate support services are provided by West Midlands Fire Service; a central programme office is provided by the London Fire Brigade; and National Resilience management is provided by Merseyside Fire and Rescue Service.
